Hong Kong's LegCo functions as a mini parliament with the authority to pass and change statutes for the city. Yet, elections for this council have witnessed a significant decline in genuine political alternatives during a period of major political overhauls in the last decade.

Following the 1997 handover, a principle of "one country, two systems" was promised, guaranteeing that Hong Kong would retain a measure of independence. Over time, critics contend that these freedoms have been increasingly eroded.

Major Milestones and Changes

During 2014, a proposal was tabled that aimed to allow residents to elect the city's leader. Critically, the selection was limited to nominees sanctioned by central authorities.

In 2019 was marked by widespread demonstrations, culminating in an event where residents accessed the parliamentary premises to express anger against a contentious law.

The Consequence of the National Security Law

Enacted in mid-2020, the National Security Law granted unprecedented powers to the mainland over Hong Kong's affairs. Activities such as secession were made illegal. After this law, the primary political group disbanded.

The Current Election System

LegCo elections are viewed as Hong Kong's main electoral process. However, rules established in 2021 now ensure that only individuals deemed loyal are able to run for office.

  • Seat Composition: Now, only 20 out of 90 seats are chosen by popular vote.
  • Remaining Seats: The rest are appointed by a special interest groups.
  • Code of Conduct: Recent drafted standards would compel legislators to unequivocally back central authority.

Voter Behavior

With many avenues for dissent now curtailed, not voting has become one of the few safe ways for residents to show disapproval. As a result historically low participation rates in subsequent LegCo polls.
